COMMAND, ACTIVATION LEVELS, DESCRIPTIONS, OPERATIONAL PERSONNEL REQUIRE AND TEST

ACTIVATION LEVELS

DESCRIPTIONS

FULL ACTIVATION

OPERATIONAL PERSONNEL REQUIRE 

Level 1: Full Scale Activation: An incident of such magnitude that it requires full scale response by all commands and required significant resources. This level requires all general staff, reservists, and support personnel to report to their stations and to be fully staffed.

DESCRIPTIONS

PARTIAL ACTIVATION

OPERATIONAL PERSONNEL REQUIRE 
Level 2: Partial Scale Activation: This level is warranted when general staff, reservists, and support personnel with assigned duties are to report to the EOC to provide assistance that is necessary in preparing for, or responding to, an incident. This level warrants the activation of several command and general staff positions to support a partial activation of a limited number of resources.
ACTIVATION LEVELS

DESCRIPTIONS

ELEVATED ACTIVATION

OPERATIONAL PERSONNEL REQUIRE 
Level 3: Elevated Scale Activation: This level is warranted in situations that require additional general staff, reservists, and support personnel, for monitoring, and potential response coordination.
ACTIVATION LEVELS

DESCRIPTIONS

MONITORING ACTIVATION

OPERATIONAL PERSONNEL REQUIRE 
Level 4: Monitoring Scale Activation: Incident or event requires additional general staff, reservists, and support personnel to maintenance significant monitoring and/or resources in standby. This level is warranted in situations that require additional general staff, reservists, and support personnel for monitoring, and potential response coordination.
ACTIVATION LEVELS

DESCRIPTIONS

NORMAL ACTIVATION

OPERATIONAL PERSONNEL REQUIRE 
Level 5: Daily Operations Scale Activation: Normal daily administrative operations with no incident and/or event anticipated. While maintaining readiness posture 24 hours per day, seven days a week.

Level 6: Emergency Text Message System: For any important or time-sensitive message

MONTHLY TEST

DESCRIPTIONS

Monthly Test Emergency Text Message System, (7-ETMS)

OPERATIONAL PERSONNEL REQUIRE 
Level 7: This is only a monthly test of the emergency text message system, (7-MT-ETMS): This is a monthly test of the Emergency Message System and Accountability. “This is a monthly test of the USFDRC: EOC Emergency Text Message System. The USFDRC: EOC have developed this system to keep personnel informed in the event of an activation. If this had been an actual activation, the activation level would have been followed by official information, news, or instructions. All personnel report back by texting “Received.” This concludes this monthly test of the USFDRC: EOC Emergency Text Message System.”

MONTHLY TEST

Monthly Test Activation Level System, (8-ALS)

OPERATIONAL PERSONNEL REQUIRE 
Level 8: This is only a monthly test of activation level system, (8-MT/ALS): “This is a monthly test of the USFDRC: EOC Activation Levels System. The USFDRC: EOC have developed this system to keep personnel informed in the event of an activation. If this had been an actual activation, the activation level would have been followed by official information, news, or instructions. This concludes this monthly test of the USFDRC: EOC Activation Levels System.”
